Marathon Engineering & Environmental Services, Inc. (Marathon) assisted Boardwalk Design & Development, Inc. in obtaining land use approvals to develop a 24,200 square foot professional office building on Block 6, Lot 24 along New Road (US Route 9) in the City of Linwood, Atlantic County, New Jersey.
The project site is located within the Planned Development Zoning District and presented several difficulties in design due to its location bordering a residential zone in a regional low area of the City. It contained an area of isolated wetlands that were formed as a result of the stormwater ponding onsite and an offsite low area.
Marathon, posed with this difficult design situation, performed stormwater modeling calculations for the existing low area and provided two excavated stormwater management basins on the site along with a system of underground stormwater chambers. The proposed system mitigated the impact of the development on the adjacent residential properties while providing a separate system to accommodate offsite runoff that discharged towards the site. Groundwater mounding calculations were prepared to determine there would be no deleterious effect on the adjacent neighboring properties. Pervious pavers in the parking area and a cistern to capture roof rainwater for landscaping purposes are part of the project’s use of Best Management Practices (BMPs) and Low Impact Development (LID) techniques in response to New Jersey’s Stormwater Management Rules and the Client’s desire to provide an environmentally responsible and sustainable development.
Marathon performed site layout, grading, utility, landscaping, lighting, stormwater management and soil erosion and sediment control design during preparation of the Site Plans and Stormwater Management Report that accompanied permit and approval applications. We also performed field studies for developing a detailed environmental inventory of the property and the surrounding area and prepared a Coastal Area Facilities Review Act (CAFRA) Compliance Summary Statement addressing the Coastal Zone Management Rules and the Freshwater Wetlands Protection Act Rules.
Permit application submissions were accomplished within a time period of three (3) months, start to finish. Marathon’s civil engineering and environmental departments obtained the following approvals and permits:
- Linwood Planning / Zoning Board Preliminary and Final Site Plan
- Wetlands Letter of Interpretation (LOI) from NJDEP
- CAFRA Permit from NJDEP
- Freshwater Wetlands General Permit #6 from NJDEP
- Major Access Permit from the New Jersey Department of Transportation (NJDOT)
- Soil Erosion and Sediment Control Plan Certification from Cape Atlantic Conservation District
- Request for Authorization (RFA) to discharge stormwater during construction from NJDEP issued through the Conservation District
