Marathon Engineering & Environmental Services, Inc. (Marathon) worked with Baker Residential of PA to develop a 135 unit garden apartment complex in Hamilton Township, Atlantic County, New Jersey. The project received original approvals in the late 1980s and was put on hold to research a possible New Jersey Department of Transportation owned jughandle on a portion of the site. During that time the area of the Township in which the site is located was rezoned to reduce the permitted density. The jughandle concept was abandoned and approvals for the construction of the project expired. Marathon, with the assistance of the Client’s land use attorney, successfully presented the application to the Hamilton Township Planning Board to gain an extension of the approvals to allow the zoning regulations in place at the time of the approval to be valid. One of the conditions of the extension was that the site was redesigned from that which was originally approved to bring the proposed work into compliance with current regulations in place at the Township level, the New Jersey Residential Site Improvement Standards and the New Jersey Pinelands Commission Comprehensive Management Plan.
The site was subsequently redesigned, presented to the Planning Board and granted Preliminary and Final Site Plan approval within three months of execution of the contract. The project approvals also obtained were from the Hamilton Township Municipal Utilities Authority, Atlantic County Department of Regional Planning and Development, Cape Atlantic Conservation District and the New Jersey Department of Environmental Protection for a Water Main Extension Permit and a Treatment Works Approval.
