NEW JERSEY SOILD AND HAZARDOUS WASTE REGULATORY COMPLIANCE ANALYSIS FOR CLASS B AND CLASS C RECYLCING FACILITIES

Marathon was contracted by Harvest Power of Waltham, Massachusetts to evaluate the compliance status of fourteen (14) recycling facilities prior to acquisition. The major elements of the compliance analysis was to determine what permits were required for operation, to observed site conditions and compare them to the issued permit and to asses outstanding compliance issues with operational or acquisition costs. In addition to site specific Class B requirements (source separated recyclable material from construction projects or land clearing such as concrete, asphalt, brick, block and wood) and Class C requirements (leaf and grass composting) the sites were evaluated for compliance with wetland regulations and air permitting regulations.
The compliance analyses were performed under an tight schedule and final reports were prepared that detailed our findings, conclusions and opinions regarding the need for additional investigation for identified areas of noncompliance and to rate non-compliance issues relative to the severity of non-compliance and potential costs, compliance penalties or for environmental concerns.
