BROWNFIELD ASSESSMENT DEMONSTRATION
PILOT GRANT APPLICATION TO USEPA

Marathon was contracted by the City of Atlantic City Department of Engineering to prepare a Brownfields Assessment Demonstration Pilot Grant Application to the United States Environmental Protection Agency to address distressed brownfield sites in the City of Atlantic City. We coordinated meetings with the Atlantic City Department of Engineering to scope out appropriate concerns of the USEPA. Elements of the application include project overview, goals and objectives, project strategy, project budget, effects of brownfields on Atlantic City, community involvement plan, environmental justice plan, environmental site assessment plan, identification of funding mechanisms; and a means of measuring success.
Atlantic City was selected as one of seventy-five agencies in the Unites States to receive grants from the USEPA to address potential contamination from brownfield sites. To date, Marathon has assisted the City in preparing quarterly report on the progress of the Grant; formation of a Brownfields Task Force; identified brownfield sites in the City; prioritized those sites in terms of degree of contamination, and have assisted the City in administering the brownfields program. On behalf of the City, Marathon has completed the assessment and investigation of three (3) sites using funds from the Brownfields Assessment Demonstration Pilot Grant.
Through the Brownfields Assessment Demonstration Pilot Grant, Marathon has applied for Hazardous Discharge Site Remediation Funding for projects targeted by the Brownfields Task Force. Marathon forged a partnership between the City and the Richard Stockton College of New Jersey (“Stockton”), where students were used to assist the city in identifying and prioritizing brownfield sites located in the City. Students entered brownfield information for each brownfield site on the New Jersey Office of Smart Growth’s Site Mart webpage (www.njsitemart.com). This information was digitized into a Geographic Information System (“GIS”) parcel map.
We are currently working with the City in the initial site assessment phase of this project and developing a database of potential sites to be considered for further assessment by the Brownfields Task Force.
